How can Sims attend a lecture if no one is holding one? I would like a Sim I don't control to hold lectures like they can in Business and Hobbies.

Yes, this. We need to be able to differentiate between the Sim providing the service and the Sim receiving the service.
Just one other example: the "eat" activity also makes Sims cook... There is no eating option that doesn't make Sims cook (at least in my game). Which makes a "chef" role almost pointless. We have to have a way to make guests act like guests, and staff act like staff.
