[AA] Plumbird Expert never shows up at Round the Fire Festival

I can't finish the Plumbird quests because the Plumbird Expert never shows up at the Round the Fire festival. I've been to at least 6 festivals with my Sim and tried asking every possible Sim about the Plumbird, but none are the Plumbird Expert so it doesn't complete the quest. Can't figure out how to get past this or how to get it to reset who should show up at the festival.
