[AA] Sim fails to start Papercrafting, still charged the amount of the project

Apologies for the title, this is hard to describe.

If a Sim is unable to start the Paper crafting activity for any reason, the Sim is still charged for the cost of the project.

I have been making a resort that includes a room for paper crafting.  I brought in a Sim to test to see if they were able to use the Papercraft object.

I had objects too close to the "DIY Delight paper crafting kit" on the counter, so they failed to start paper crafting after I selected a project.

Even though the Sim failed to start paper crafting and did not make anything, my household was still charged the 1 simoleon for the project.
