[BDK] Vacuum Cleaners Show Option to Empty When Already Empty

I placed a vacuum cleaner from build mode and I get the option right away to Empty Vacuum although it should already be empty since it was never used.

I noticed this a long time ago. I just put a vacuum that has been used on the floor. It showed Vacuum Fullness: Low. I emptied the vacuum, and after emptying it, while Vacuum Fullness was Empty, it had the option to empty it. From past experience with vacuums with Vacuum Fullness: Empty, choosing to empty it has you taking a bag of dirt from the vacuum to the trash can.
