When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

Having this issue, previously this lot was a retail show in Magnolia promenade. I changed it to small business but the store on the lot was already there since i previously had it set to retail . I click open and the business never opens.
This is the same thing that happened to me. It's always when I change it from retail to a small business.
