[BH] Can’t open small business

I have a problem with the Business & Leisure pack in The Sims 4. I haven't bought it yet, but normally, when you don't own a pack, the world that comes with it always appears in the game, grayed out, with a padlock icon. However, all the other worlds in the packs I don't own appear correctly, with the exception of Business & Leisure, which doesn't appear at all.

I've already tried a few things:

Repair the game several times
Empty the cache
Run the game without mods
Check for updates
