When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

It seems that most of us who can't fix this problem had set the affected lots to be retail lots at some point before changing them to small businesses, even if we didn't directly change from a retail lot to a small business lot. Is there anyone who can't fix it who never had the affected lot as a retail lot?
I can't share my save because I use an endless amount of mods and CC (but I'm fairly certain that they aren't the issue here).
