When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

In my case, it wasn’t world specific. I was unable to use the kiosk/sign to open a small business because the lot had previously been a retail business and the save file still had data linked to the lot marking it as retail. Once I removed that data from the save file, I was able to open the small business and run it like normal.
Not exactly sure what you mean about removing the data from the save file. How do you do such a thing?
