When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

I’m having this issue now.
Is there a way to fix this? I spent so much time building the lot and I fear it’s useless now. I build it completely myself and download it into a new save file from my library onto a lot that was a residential rental but is now a residential lot. Ive sold the original residential rental and converted it to a residential but there is a npc randomly generated landlord and I can’t start a small business on the lot.
