When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

I believe that I was able to fix the issue in my save of not being able to allow a small business to open for customers on a particular lot. But I will need to test/play further to confirm that problems don't reappear.
I am not a modder or a programmer. I also don't have a deep understanding of this game, so please take what I say with a huge grain of salt and back your files up.
I edited my save file with Sims 4 Studio. I edited the Save Game Data -- save_slot -- business_service_data -- unowned_business_tracker_data. In unowned_business_tracker_data there was an item that appeared to be tied to the lot where I couldn't open the business. I removed that item and was able to open the business. I also replaced the Zone Object Data for that lot with a clean one from a different save, but I think that step was unnecessary.
If I recall correctly, unowned_business_tracker_data can be matched to a problematic lot by comparing zone_ids.
EDIT: I was to able replicate the fix. The key for me was deleting the item in unowned_business_tracker_data. Hopefully, I don't encounter other problems.
Hi, I'm having the same issue right now, as well as i can't open the world related to this pack, neither travelling in game or install a new household in there. I have tried your method, but to be honest i have been a bit lost.. Also i didn't fin any file to delete in the "unowned_businesss_tracker_data" file... I hope you can help me solve my problem, if you have any idea.

Sorry you're having problems. I wish the game wasn't so buggy.
Is it that you can't open the world or open a business? My problem was that I couldn't "open" my Sim's business. It always stayed "closed". My Sims could travel without any problem.

Both, I can't install a household in this map, it shows a blank page and then I can't do anything, same when I try to travel there. And I can't open a business either when I click on the button or when I try with the phone or computer nothing happens.
