When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

I've got the same issue
I know that that there is a Fix of sorts but currently, but this isn't working as the S4S isn't compatible as of the most recent patch.
Basically, a few years ago I build a business in Magnolia Promenade after removing the previous building, this was long before the Business and Hobbies expansion.
If I save the lot to my library, evict my sim then switch to another residential slot, I can place my pre-built business/house on that spot and setup a small business, but the previously used space cannot be used.
- Bulldozed the Lot
- Change lot types between several different lots
- Moved a different sim into that slot
No matter what I've tried when setting up a small business that game will not recognise any valid lots on that lot.
