When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

I got it to work finally! The one thing I didn't try worked.
How I fixed it:
1. Moved to an empty lot in the same world (Windenburg).
2. Placed a kiosk.
I had tried moving to a different world (tried Newcrest, Nordhaven).
I am going to sell it now & edit the home lot before I move her back to her family.
