When i try to click on open small business it doesn’t do anything. And i don’t have any mods installed.

I believe that I was able to fix the issue in my save of not being able to allow a small business to open for customers on a particular lot. But I will need to test/play further to confirm that problems don't reappear.
I am not a modder or a programmer. I also don't have a deep understanding of this game, so please take what I say with a huge grain of salt and back your files up.
I edited my save file with Sims 4 Studio. I edited the Save Game Data -- save_slot -- business_service_data -- unowned_business_tracker_data. In unowned_business_tracker_data there was an item that appeared to be tied to the lot where I couldn't open the business. I removed that item and was able to open the business. I also replaced the Zone Object Data for that lot with a clean one from a different save, but I think that step was unnecessary.
If I recall correctly, unowned_business_tracker_data can be matched to a problematic lot by comparing zone_ids.
EDIT: I was to able replicate the fix. The key for me was deleting the item in unowned_business_tracker_data. Hopefully, I don't encounter other problems.

My problem was also a Lot problem. So after waiting for s4s to load my file without crashing...I managed to get the method to work!! now I am testing to see if it will continue to work....

Thanks! I figured out how to do it, did as you mentioned, and boom, business was able to open. Very impressive that you managed to figure this all out. Really appreciate your help. EA needs to see this and look into a permanent fix so others don't need to go through this hassle.
Hi, how do I know wich file is tied to the lot? theres a few items and Im kind of confused
Apologies for taking such a long time to respond, but there should be an ID number that can be matched to the lot. If I remember correctly, the "zone_id" of the business should match the "zone_id" of the lot. You can see the lot's zone_id in the Zone Object Data for the lot (this is listed where Save Game Data is listed).
Tysm. I could fix my gf's save data and she can now open a cat café. For some reason on Mac the Sims 4 studio crashes with her save file, maybe because it's >400MB, but in Windows I could edit it with no problem.
If I may add, I had trouble finding business_service_data under save_slot until I realized there was another node inbetween called gameplay_data. I also had just one item on unowned_business_tracker_data, I had no way of linking it to the troubled lot so I just deleted it to try and it was enough to fix it.

Hi, I'm having the same issue right now, as well as i can't open the world related to this pack, neither travelling in game or install a new household in there. I have tried your method, but to be honest i have been a bit lost.. Also i didn't fin any file to delete in the "unowned_businesss_tracker_data" file... I hope you can help me solve my problem, if you have any idea.

Sorry you're having problems. I wish the game wasn't so buggy.
Is it that you can't open the world or open a business? My problem was that I couldn't "open" my Sim's business. It always stayed "closed". My Sims could travel without any problem.

Both, I can't install a household in this map, it shows a blank page and then I can't do anything, same when I try to travel there. And I can't open a business either when I click on the button or when I try with the phone or computer nothing happens.
