If we use Secret Spice perk on max quality food that meal can't be able to eat - sim reset to T-pose for moment after grab plate, and Last Exception show up:

I think it has something to do with the Secret Spice Perk. To fix it you have to select Decorate your sim will show an icon showing they can't walk there pause it quickly and move the baked good around and THEN you should be able to decorate again
