No matter how many times my sims achieve a milestone some of the family recipes wont unlock, fertility unleashed, illness immunity etc. Regardless of the save, family or other factors wont unlock.

Do you still need save files? Both parents of my sim were in the room when my infant aged to a toddler (the father was holding the infant when she blew out the birthday candles), and the "low maintenance" family recipe didn't unlock. I've had most other recipes unlock before; this is the first time one failed to do so.
No mods and on pc.Still experiencing this issue
