No matter how many times my sims achieve a milestone some of the family recipes wont unlock, fertility unleashed, illness immunity etc. Regardless of the save, family or other factors wont unlock.

I am also experiencing this issues with fertility unleashed, and illness immunity in the family recipes. I've tested it across a couple saves now and it's not working. I just had a set of twins which didn't trigger anything for the parents.
I'm on PC, and I don't play with mods or cc.
