[BH] Customers are generating far away from the small business (residential)

So there's a huge annoyance where the customer sims are generating far away from the small business residential lot and they just stand there without making there way to the small business part of the lot and they just disappear until another sim generates. The only way I could bring the customer sims all to the small business is to interact with them all at the same time and click on the small business floor and use the chat here interaction. I removed all my mods and cc, deleted the local cache and repaired and nothing worked. SO SO SO ANNOYING AND SO DISAPPOINTING
