I have a small business and when i open it sometimes customers spawn and sometimes they dont. I took all my mods out and repaired my game etc but its still not working

I have mods, I started a new game for the latest expansion the businesses had customers. I made a new family in the same game with a different business and customers came, the next day I played they didn't come at all, just the employees which is weird, because it came out of the blue.
