I tested this in my business and I had no switching. Where exactly are you giving the tattoo ? I haven't tried out all the Meetups so I'm a bit unsure what you mean by Hobbies & Skills.
A different sim being selected has been the case ever Sims they added the wardrobes in GT. There was a fix at some point but I think it was never fully fixed.
There's a thread somewhere. Adjusted the title to the tattoo problem although it's an issue with other things too. Anything involving CAS when not all household members are on the same lot.

Guess I tested the wrong thing although I'm unsure about it actually switching households
Hicrinrict I noticed the issue first started after patch 1.113.277.1030.
I was able to recreate the issue in a fresh save. I had my Sim (on the home lot) offer to give a custom tattoo to another Sim for a different played household. After I made my selections and exited CAS, Live Mode switched active households to the Sim that received the tattoo.
After further testing, I noticed the Sim switching issue occurs coming out of CAS in general. Within a played household than has multiple Sims, Live Mode will switch to the first Sim, even if that Sim is on a different lot. This issue had not occurred for me prior to patch 1.113.277.1030.

Maybe the did fix that bug then and reintroduce it ? Now I need to go look for that thread again.
I wasn't able to duplicate it with giving a tattoo to an NPC but it wasn't a played household so maybe that's the difference ?
EDIT: Found the thread from 10 years ago: [FIXED] Using CAS on lot resets to different lot | EA Forums - 11271278 that was specifically for the walk in closet: I think it was still happening after that.
Tested and confirmed. The bug occurs when giving a custom tattoo to a Sim in a Played Household but does not occur when giving a custom tattoo to a Sim in an Unplayed Household.
As for the general CAS reset, it appears to occur with the aforementioned tattoo issue as well as any form I use to enter "Change Sim" CAS. When entering "Plan Outfit" CAS it occurs whenever there are multiple selectable sims (i.e. with dressers and mirrors, but with the not with the walk-in closet). Thanks!
