Just like with GTW retail, celebrity customers cannot be interacted with on a small business. You can't introduce yourself or interact at all.

It's also happening with me, funnily enough I can still "inquire about local huntings"... I spam this interaction until I have enough friendship to talk to them normally. (happening in both retail and business venues)
I have the same problem. It's a bit funny to imagine the Sims are starstruck, but it does make gameplay hard to help the famous customers.
