Totally possible that there was not cross pack integration planned for the small business, but the issue is that it creates errors: 1. a Last Exception and 2. negative side effects on the business and 3. doesn't let me re-stock the mannequin, all of which was not the case even if just using mannequins on your own home lot independent of any retail. These are errors that should not happen, even if no integration is planned between both packs, just to allow for safely playing with the features we already had.
Besides, unfortunately there were players out there making promotion videos about it working together, and not realising they are getting LE's in the background and having those negative side effects. There might be other side effects from these LE's that I haven't observed yet, so it's better to make sure the game doesn't have unplanned issues like that.
I agree this is still a bug regardless if it is not meant to work. I am glad you reported it because trying to see if I could manipulate a situation to make a clothing store function in some sense was one of the first things I was considering doing (and hence how I found this). I knew it was not mentioned anywhere and was unlikely, (a frustrating disappointment). It seems like a such a simple oversight, just adding the option to the mannequin was all that was needed.
