[BH] Nordhaven Meetup notif still occuring when disabled in settings

i knew this would be an issue when the feature was enabled for the Nordhaven festivals. The new setting fails to override the game's notification setting for these festivals when the pack launched, essentially making the new setting useless. The new setting needs to override these, otherwise the settings from the sign will always be whether the notifications show or don't show, as outlined by cchant86​ who had the opposite problem. 

I have the opposite problem! 😄 I have the option enabled because I want to get the Nordhaven announcements but I haven't received any at all. Maybe it's coded backwards or something. I'll have to go test that.
