doesn't open CAS to actually customise a tattoo, just starts tattooing the sim without even choosing a design

how long did you wait for it to pop up ? They start with the tattoo and the windows pop-up when the Sim is almost done.

the whole time. I thought maybe cause you have to reach a certain tattoo level so I kept going and it just never popped up.
Could you test if it works if you get a custom tattoo for your own Sim ?
Yeah it works for my sims.
Hm, that make it more complicated ...
Can you test another save/Sim ?
