[BH] [SE] Healthy Meals not available for Family Recipe

Sims with the "Health Food Nut" lifestyle are unable to create Family Recipes that use their unlocked Healthy Meal recipes as a base. All the Healthy Meal recipes are missing from the Base Recipe list.
