I narrowed down the issue. The Sim has a 'commodity' for a small business prankster. It seems that got stuck on him from being a disruptive Sim at a business ? Did you ever seen him be that ?
I'm personally not very knowledgeable on how commodities work or if there's a way to remove them on console. Since it's completely random which Sims are classified as disruptive Sims, you probably also can't try to get him come to your business as such.
I didn't do further testing on how to remove it without mods but maybe you can try what happens if you invite him over to a small business. Does he have the disruptive customer tag ? Can you get him to leave and the tags being removed ?
It does sound like there's a bug somewhere. Pretty sure, they should not have that commodity or at least not have it affect lots outside of the small business.
Maybe you can do some further testing yourself with this info.
