[BH] Skills from unowned packs show up in customer criteria

Hello! So for some context there was a separate thread about these skills showing up in discover university lectures. This is not for that, the thread said that it was solved after the patch and if there were any new issues to make a new thread. So here I am :)

I just got business and hobbies and I made a gym, while looking through the Target Customer Criteria and looking through the skills list I noticed there are a few skills that I do not have the packs for, those being: Archery, (AA), diving (AA), knitting (Nifty Knitting), and papercraft (Adventure Awaits). I do not own Adventure Awaits or Nifty Knitting so none of my sims can build these skills, so I'm pretty sure it's a bug that I can choose to have target customers that don't exist.

TLDR: When choosing target customers there are options for skills whose packs I do not own.

(I play on a PS5 so no mods)
