[BH] Tattoos not unlocked/relock with skill up

I tried in a new save with no mods.crinrict

Playing PS4 on PS5. Have unlocked all tattoos, through levelling up and sketch pad. Move house, build tattoo studio and now all tattoos are locked, even though I'm Level 10. 

I'm on PC, have mods but have pulled the outdated reward store mod and all my custom tattoos in case that's what was doing it. 

Both my Tattoist and receiver have maxed the skill, but the skill-based tattoos are still locked in all saves.

Sent you one of my two save files I have open right now, I have the other if you want to have it as well.

I understand that I couldn't unlock the poor tattoos because I maxed up the cheats. But my current sim is level 10 in tattooing skill, whenever I went to cas there are still some tattoos that is locked and stated required level(numbers). I've no idea why it's not generating when my sim tattooing skill is already level 10. I've been using the digitalistc sketchpad, so some of the tattoos are unlock in game but not generating in cas. I find this very weird. Anyone having this issue or am I doing anything wrong? Is this a bug?
