[BH] [AA] Customers block instructor's spinning bike, preventing class start

Issue Description: When the Gluteforce Instructor's Spinning Bike from Adventure Awaits is placed on a Business & Hobbies lot, customers will use it autonomously like a regular treadmill or weight machine. Because the bike is occupied, the player-controlled Sim or a hired NPC cannot start a spinning class. The "Start Class" interaction either fails or is greyed out until the customer gets off the bike.

Steps to Reproduce:

1. Own a business with the Businesses & Hobbies pack.
2. Place the Gluteforce Instructor's Spinning Bike (from Adventure Awaits) on the lot.
3. Set a business activity (e.g., "Workout") or open the business for customers.
4. Wait for an NPC customer to autonomously sit on the instructor's bike.
5. Attempt to use the "Start Class" function on the bike with a Sim or hired NPC trainer.

Expected Result: The instructor's bike should be reserved for employees or the class instructor. Customers should not use it unless a class is active, or it should be locked for customer use.

Actual Result: Customers occupy the bike immediately, treating it as a normal piece of workout equipment. This prevents the player from starting a spinning class because the required object is in use.
