[BH] [S] Employees wear hot/cold weather clothes instead of assigned uniform

Issue Description:
When a Sim hires an employee for their small business and assigns a uniform, the employee will sometimes ignore the uniform and instead wear hot weather or cold weather clothing depending on the current season/outdoor temperature. This occurs even while indoors and despite the uniform being properly set in the employee management menu.

Expected Behavior:
Employees should wear their assigned uniform while on the clock, regardless of outdoor weather, unless the player has specifically allowed weather-appropriate uniforms.

Steps to Reproduce:

1. Own a small business
2. Hire an employee and assign them a specific uniform via the employee management interface.
3. Ensure the current season has extreme weather (hot in summer, cold in winter).
4. Open the business lot during operating hours.
5. Observe the employee’s outfit.

Actual Result:
The employee appears in hot weather or cold weather attire instead of the player-assigned uniform. This can happen even when the employee is indoors with temperature control.

Additional Notes:

• Likely triggered by the Seasons pack’s temperature outfit system overriding the uniform assignment.
• Noticed on a brand new install of the game post the last fix
