Whenever my sim calls another sim on the phone I constantly get "bad reception due to off grid" moodlet. Neither lot is off grid and it seems to happen no matter what lot the call is from. This happens with every sim and has been happening since the new update.
Was the lot ever off-the-grid ?
Did you test this on multiple saves too ?
None of the lots have ever been off grid. I will test on a different save as well.
Can confirm multiple saves are involved. Also every world that I tried was affected as well.

Hi, my sim invited her partner on a date via the phone to the beach with the swing set in Ohan'ali Town in Sulani, when they loaded into the venue I got the notification that reception is dropping due to being off grid. She got the moodlet but it was love day so the very flirty moodlet was her main moodlet. I'm assuming that the notification was meant for her home lot but the game hadn't caught up with itself until I loaded into the destination. My sims home lot is Sapphire Shores in Sulani and it's never been off the grid, I haven't applied any additional lot traits or challenges either, it's just got the preset Oceanic Paradise trait that can't be changed.
I have been having the same issues. My current game is in Sulani and I've noticed this happening on three different lots - none of which have ever been off-grid. I noticed it since the last patch. (So, they fixed fishing so my sim can make money, but broke the phones so now their lonely all the time....)
BTW, I play w/ CC & mods but tested this by taking the mod folder out completely and played for a while. Same issue
I have the same issue from the Landgraab mansion.
There are a number of lot traits and also NAPs that aren't in place having an effect on my lot. I've gotten the Off The Grid bad connection one, and I've been getting constantly fined $100 for Water Conservation NAP., which is not and has never been in effect in my neighborhood. It's a daily fine--which isn't good if you're doing a Rags to Riches...
