Can't adjust the railing on the stairs

When I place a railing on the stairs, I cannot adjust it. The option to place a railing at just one side or adjust its length does not appear. However I can change the shape of the stairs at the bode...

bit unsure if this is connected to the other railing issues but could you maybe post a pic ?

Also are you using mods/cc in your game ?
