Can't clean dishes/potty cause of missing trash can (there is one)

I cant clean up certain dishes because it says I need a trashcan. The plates are perfectly clean but also I have a trashcan. I also have an outside wasteland. The trashcan is not full and I can wash other plates but not these certain ones.
