Can't clean dishes/potty cause of missing trash can (there is one)

When the Practice Potty is dirty, and I would go to click "Polish to perfection" It is unavailable, reading that a trash can is needed for the interaction, However, In my sims kitchen I have the nano...

If you try to tell a sim to throw away trash/clean up dishes while going through a door or going up or down a staircase, the option(s) is grayed out because "there is no trash can/sink" despite there being trash cans and sinks on the lot.

Base game only (at the moment), no mods. Have seen this repeatedly over the years with and without mods, with and without packs installed.
