I'm having the same issue - the option is available, but nothing happens when I click on it. I've also not been able to complete the 'decorate' task for any holiday (I put up decorations and my Sims just pretend I didn't).
And I agree, I really don't like that the holiday/event task menu keeps minimizing. Super annoying.
