I am also having this issue. The action is in the menu but nothing happens, it doesn't even queue when I click on "create a resolution. I have all packs and the only mod I use is Mccc (I miss being able to set custom lengths for life stages) which I updated after the May 27th update. I also have the issue in saves where the mod has been cleared.
