Update: This didn't happen for me for a month and a half but now it's back and the game is genuinely unplayable :/
Another update/additional info: When I try to exit the game, it also does not do that and instead loads forever until I open Task Manager and force quit. I have started a new save to see if it might be a save-related problem (although the save this has been happening in is really not that old), and so far it hasn't happened yet in the new save, but I've mostly been building in that new save anyway. Will update if it does happen in the new save.
