Dog walking has been glitchy for a very, very long time. Some worlds/neighborhoods are better than others. Windenburg is the worst.
Sometimes the problem is the walk becomes an endless loop until the player cancels it. Or has to resets their Sim.
Sometimes the Sim or the dog or both get stuck at one of the waypoints. Sometimes this is resolved by the Sim or the dog suddenly levitating to the other or to a further waypoint. Sometimes this "fixes" itself when they both reset and the action is canceled. Sometime the player has to reset their Sim. Which resets the dog. Then they can both go home and Contemplate life in a Simulation.
Walking with a dog on any of the walking paths in SE, GrT or LS is just broken. The dog gets stuck at the first waypoint and the Sim goes on without them, but behaves as if they're still walking their dog. When they get to the end of the walk the dog either levitates to the Sim or they have to be unleashed or reset.
I say "sometimes" because "sometimes" - except for the walking paths - going for a walk with your dog works just fine. When it works as intended, it's one of my favorite activities. When we get new worlds, one of the first things I do in my test game is take a dog for a walk. It's can be a nice way to explore. Or not.
I'm a 100 years old and so is my dog, but we still enjoy our walks. I wish my Sims could also enjoy walking their dogs. 🙂🐶 Alas, this issue never gets much attention.

I brought my handy dandy dog walking team out of retirement. They've walked the neighborhoods of Ravenwood before without any problems. Today they got stuck in Mourningvale.
This sequence starts a 4:22 AM where they get stuck. They stopped at a waypoint and she autonomously generated a "Talk to" action. She's also got a stuck scared moodlet. They remained stuck even after canceling the "Talk to," the walk and the leash actions. I tried to restart the walk at 9:08 AM, but they remained stuck. I used the "Map" key to send them home. Sequence ends at 9:17 AM. The dog is stuck looking "green" (happy) throughout, but collapses when they arrive home.

Vanilla game. No Mods. No CC.
Here's my Sim and his dog stuck at the end of the walking path in Ciudad Enamorada. The Sims in the background are also stuck.
If you can manage to start the Walking Path with the dog on a leash they will walk through to the end. But, then they get stuck at the end. Sometimes the leash disappears at the first stop and then the dog stays there while the Sim continues the walk. And may or may not get stuck.
2:24 AM3:37 AMI rest my Sim and tried this a couple of times.

Ok.
This is what is so maddening about all things Dog Walking. I rolled back my game and re-sent my Sim and his dog to the park in Ciudad Enamorada. Where previously they got stuck on the walking path over and over.
They once again took the walking path. It worked perfectly! All the way through. When it works, I love it. But, why does it not work every time? 🤷♀️
