'Celebrate' action stuck in action queue after watching a sim age up

There is always at least one sim that get the 'Celebrate' action in the queue stuck after another sim ages up. 

It will be an image of the sim aging up and it will make is to that the sim with the action stuck is also, most of the time, stuck where they are and won't move until I notice and reset them.

I have had instances where they will move around a little but they cannot commit to actions (even though I have free will on), because of the Celebrate action in their queue, so they might pee themselves etc.

This has gotten worse as I have had this issue for years, but it has gotten more common and like mentioned it is usually one who get it but often there are more than one sim getting stuck with the action. 

I have also noticed stuck actions getting more prevalent overall, no matter old/ new save etc. It will be basic ones like washing dishes action getting stuck, so they will have an image of a sink in their action queue (and if you press on it to cancel it wont't go ways, you need to reset the sim to do that) etc.

Most of the time (maybe always? - Have not though about it really while playing) it will be autonomous action getting stuck. Meaning I did not direct the sims to do this action that now got stuck.
