Since I'm in my Sims report a bug era now I also have this issue and didn't know because I avoided San Myshuno until they fixed the festivals glitch. I only know of the one apartment in Fashion District the building without the balconies built in. I only have one active sim living there. My other sims in that district own retails so I can't switch to them so I don't spread that bug to them.
