+1 I had this too. TEMPORARY SOLUTION:
I found that saving the apartment as a room to the gallery, bulldozing the lot, and then replacing the apartment fixed the issue for me. I was then able to add ceiling paint. This is obviously not a fix for the glitch but something to do if you're sick of it snowing in your apartment...
