All flea market/yard sale tables are bugged. The table is stocked, on the edge of the lot, my sim is tending it, and when I click to start a yard sale, no sims spawn and the timer is already missing ...

bit unsure if I understand the report correctly.
If you start a yard sale and have your own stuff, it's your active Sim that should tend the table.
NPCs only spawn if the table is filled with NPC stuff. This is for you to buy something. If you want to sell something you need to tend it yourself.
If you don't claim it to sell things, a NPC may spawn to take over and sell their own stuff.
crinrict my active sim is standing by the table and tending to it. I've done yard sales before in the past without fail doing exactly what I am doing now.
There is no NPC spawning to sell their own stuff (not the issue). The problem is no one spawns to purchase from the table until the timer runs out - when the yard sale is over.
