[CL] Noisy Neighbors Blame the Player When Confronted About Noise

When living in an apartment in San Myshuno, neighbors start making noise. If you send your Sim to knock on the neighbors' door to ask them to be quiet, the neighbors instead start accusing your Sim of making noise (it should be the other way around). This happens every time I send my Sim to deal with noisy neighbors. I tested this further on a clean game without mods. I play on PC.

Reproduction Method:

1. Move a family into one of the apartments in San Myshuno (it is essential to have neighbors living nearby).
2. Wait for the neighbors to start making noise late at night.
3. Send your Sim to knock "loudly" on their door.
4. The neighbor comes out and starts scolding your Sim.
5. You receive a notification where your Sim apologizes to the neighbor for the noise (it should be the other way around).
