My sim has purchased a restaurant which inconsistently results in the “error for game to load 123” code. I have tried removing my mods, bulldozing the lot and replacing it and the issue still persist...

I have previously had this error with restaurants and found that the placemat drawings were the cause in my case (months ago.) However, I just recently had this happen again knowing I've removed all the placemats. When I am in map mode after attempting to travel there, it shows the lot as incomplete with an orange triangle above it. When I enter into build mode, it is still designated as restaurant lot type and all items are present. When I exit again, the error is no longer there and look "functional." This is an unowned restaurant. I use mods but disabled for testing. I'm on PC, own all content.
