[DPLE] NPC Sims No Longer Interact with 'The Littlest Library'

Issue Description:
NPC Sims no longer autonomously interact with "The Littlest Library"  by either donating books or taking books. Previously, NPCs would spontaneously visit the little library placed on residential lots to exchange books. Currently, the object remains untouched by NPCs, functioning only when manually directed by the player. This affects neighborhood ambiance and reduces the utility of the object in community spaces.

Expected Behavior:
According to the object's original functionality, NPC Sims should autonomously use The Littlest Library to:

  • Donate books from their inventory 
  • Take books to read 
  • Swap books they have finished with new ones

NPC interaction should be frequent enough that the library feels like an active community object, similar to how Sims autonomously use chess tables, benches, or grills.

Steps to Reproduce:

  1. Place "The Littlest Library" (found in Build Mode → Activities & Skills → Outdoor) on any residential lot.
  2. Add a few books to the library's inventory via player control (or leave it empty to test donations).
  3. Observe NPC behavior over several in-game days while playing on the lot.
  4. Note whether any NPC autonomously approaches the library.
  5. Compare to behavior of other interactive objects.

Actual Result:

  • NPC Sims do not approach or interact with The Littlest Library.
  • No autonomous book donations or book-taking occurs.
  • The library remains unused unless the player manually controls a Sim to donate or take books.

Additional Notes:

  • Game Version: This issue is observed in the most recent retail version (1.122.218.1030 released March 2026) and likely persists in later patches.

Impact:
Low. The Littlest Library remains functional when manually directed by the player, so players can still donate and take books. However, the loss of autonomous NPC interaction reduces the object's value as a neighborhood storytelling feature and makes neighborhoods feel less alive. Players who rely on the library for passive community engagement will be disappointed.
