[DU] Servos with Fix-O-Matic module excessively tune up other servos

This is an issue I've discovered that occurs in sim households with multiple servos.

If there's 2 or more servos in a live household, and one of them has the "Fix-O-Matic" module for making repairs, that servo will constantly go to other servos autonomously and tune them up even if their durability motive is just a tiny bit below perfect, which is very annoying & disruptive.

There ought to be a check so that Fix-O-Matic servos will only go to repair other servos if their durability is down to a certain point where it's appropriate for repair, perhaps when it's around the halfway point and turned yellow.
