[EBN] Can't shoo away fairies from potted plants on surface

Sim refuses to shoo away fairies because of a 'can't reach' error whenever I try to shoo away fairies for a potted plant or flower that's on top of a surface (counter or table), so I have to go into build mode, move the plant to the floor and then do it. This is also true for the 'Connect with plant' operation. It appears it might be because there's no animation for shooing away fairies at eye height? But then I feel that the point of being able to put the plant in a pot and grow it indoors is so you can put it on a surface as well as the ground (and create a nice little green house or whatever).
