I've got this issue too on PC. I'm suspecting it has something to do with leaving the lot, but I'm not sure.
Yeah, having the same issue myself. Left the lot then when i returned unable to use it.
Edit: selling then repurchasing does appear to fix it. (for now)
I would say this isn't it. The second save I used to see if it was a problem with the save I was in the sims are trapped on the lot. There is no leaving the cult. This is also the save that even after purchasing a new fizzing station it was still broke.
