[ECO] Sim Gets Phone Call to Vote on NAP When 4 Already Enacted

My Sim got a phone call from a friend to vote on a NAP (Neighborhood Action Plan) when four are already enacted in the neighborhood. Also, the Sim making the call is already on the lot.
