I believe this pop-up is base game, not from HSY, as others mentioned this pop-up on reddit between their adult sims 5 years ago (and HSY is from 2022). I only mentioned HSY because the closest mentioned bug was from that pack but wasn't the same issue I experienced. Sorry for any confusion.
Similar bugs I could find when searching for my issue were adults getting a crush sentiment on teens or asking them to be in a relationship, whereas my bug was calling to confess the crush and the response options where to go on a date, ghost them, or ask to just be friends.

There's too many messages/systems. Thought HSY had a crush system where teens develop crushes ? I believe the crush sentiments are from HSY.
Was it just the message for you or did you get a sentiment ?
Edit, I just checked the string of the message you posted and that seems to be from EP09, which is Eco Lifestyle.
Also found the possible message reddit is talking about and that's also ECO.
