Enable Free Build cheat Not Working on Retail Lots (live mode)

Noticed very recently that the bb.enablefreebuild cheat is not working on Retail Lots, though I have not had this problem before and use it frequently with sims when in live mode.  Whether base game, or lots from the gallery, it still happens.

At first, figured it would be mods/cc so left it for when I had the time, was surprised it still happened with all mods/cc removed, cleared the cache, repaired game etc, earlier.

With mods now gone, it was more noticeable that the 'shopping cart pop-up' was timed to the exact point I'd hit 'enter' with the cheat; see attached gif; therefore perhaps blocking the cheat from working.  Or somehow connected to a recent 'fix' that was not quite thorough, connected to retail and perhaps the Get to Work and/or Business & Hobbies packs.

However, the shopping cart pop-up did not always happen, as have been trying the cheat on retail lots quite a bit.

I have all the Expansion, Game & Stuff Packs, just a handful of kits.
